Rochester Deer Management Hunt Information

The Rochester Parks and Recreation Department is partnering with the Rochester Archery Club to implement a controlled bow hunt in several parks throughout the city. The interest in developing the plan was fueled by the increase in resident complaints, destruction of natural habitat, vehicle accidents, risk of transmission of tick-borne Lyme disease, damage to landscaping and trees, and decline in herd health due to overpopulation.

The Rochester Archery Club will assist by administering the registration for the Deer Management hunt. The City of Rochester Parks and Recreation Department will share responsibilities with the club in implementing safety procedures during the hunt. Parks and trails will remain open during hunting season. Some areas within parks will be designated as off-limits. Signs will be posted. The City of Rochester Parks and Recreation Department will communcate to city residents, in part through their Deer Management website.

The two organizations developed a plan that was approved by the Rochester City Council on May 16th. The Rochester Deer Management Hunt will occur throughout the 2022 Minnesota DNR Bow hunting season.




Rules

  • All participants must be 18 years of age or older
  • All participants must complete the MN Bowhunter Education and bow hunting proficiency test and submit photocopies with this application.
  • First harvested deer must be antlerless, then a buck is allowed.
  • Bow must be cased when in vehicle and when travelling to and from the hunt stand location.
  • No arrows are to be nocked until in the stand.
  • Lighted nocks are highly recommended.
  • Stand placement - to be at least 10 feet in height above ground to provide safe shooting angles toward ground. Stands and climbing sticks to be labeled.
  • Stands may be put up no sooner than 15 days prior to the hunt timeframe and must be removed with 15 days after.
  • Stands must utilize climbing sticks or ladder (screw in tree steps NOT permitted).
  • Minimal damage to trees and plant life for stand placement and shooting lanes (Maximum of 1 inch of limbs to be trimmed).
  • Trail Cameras allowed prior to hunt. Use at your own risk. Must be labeled with hunter's name.
  • No Party Hunting allowed.
  • Successful applicants may NOT transfer their permit to anyone else.
  • No field dressing of deer in parks - Harvested deer must be covered when being moved out of the parks.
  • ATVs allowed to retrieve deer (this is an exception to the normal rule).
  • All harvested deer must be tested for CWD.
  • All deer harvested must be registered with the DNR.
  • All deer harvested must also be registered using the link on the application website.
  • All stands must be labeled with hunter's name.
  • It is encouraged to have your arrows labeled with the hunter's name.
  • An official ID tag from City will be issued for stands/equipment and hunter. This must be carried while you hunt.
  • An official automobile ID will be issued for when the hunter is in a park actively hunting. This must be displayed when you are hunting or scouting a park.
  • One stand per hunter allowed.

The hunt will be limited to specific city parks within Rochester. The maps below indicate an area wtih yellow or blue outline that designate the appoved hunting areas.




Application Process

Selected applicants will be notified of the outcome soon.

Interested hunters must submit an application for the lottery. There are three documents provided within the application.

  1. In-city bow hunter proficiency certificate
  2. MN DNR bow hunter education certificate
  3. Application form

This information will be sent in via email to the Rochester Park Hunt coordinators. There will be a pre-defined, limited number of hunters selected for each park and individuals will be selected by random drawing. Application must be received by August 15th Midnight CT and if selected will be notified by August 22nd.

Part 1: In-city bow hunter proficiency certificate

The application email will include the applicants in-city bow hunter proficiency certificate. This can be submitted as readble photo or scan (PDF, JPG, etc) in the application email. This certification can be obtained at:

Part 2: MN DNR bow hunter education certificate

The application emmail will include the hunt applicants MN DNR bow hunter education certificate which is obtained at the link provided. This can be submitted as readble photo or scan (PDF, JPG, etc) in the application email.

Part 3: Application Form

The application form is a dynamic PDF that you can type into the fields, save the file, then send in the email back. The application form must be fully completed to be considered.

Sumitting Application

Following Application Submissions:

After submission deadline, all applications will be reviewed for completeness. Valid appplications will be put into random drawing and assigned to requested part slots. If selected, and applicant first choice park is full, then second choice is checked for availablity, then third choice.

Selected hunter applicants will be notified by August 22nd.

Hunters will be required to pick up information at required orientation meeting (location and date to be provided). At this meeting, they will sign a required Rochester City Parks waiver then receive information of the other hunters assigned to that park, car pass sign, treestand lables, and maps.




Harvest Registration Process

All deer harvested during the hunt by approved hunters needs to be registered with MN DNR (as usual) as well as within this site using Harvest Registration Form below. Information from the Harvest Registrations will be used to evaluate the successful the deer management hunt was and if it should be continued in the future.
